Because it runs all day. A customer opens the app for two minutes; a driver lives in it for a shift while it streams location in the background, manages battery, survives being killed by the OS, works through dead zones and holds state that must reconcile exactly when signal returns. Every edge case costs the driver money, so the QA bar is higher too. Budget at least as much for the driver surface as the customer one, and more testing.
